Westbank Urban Centre Plan
The Westbank Urban Centre Plan was adopted at the Oct. 6, 2026 council meeting, following community engagement and consultation with Westbank First Nation, stakeholders and project partners.
The plan provides a long-term framework to guide growth, public investment, partnerships and revitalization in Westbank Urban Centre, helping shape a more walkable, connected and vibrant downtown for West Kelowna.

About the plan
Westbank Urban Centre is an important commercial and civic hub for West Kelowna. The original plan was adopted in 2011 and has guided growth, investment and improvements in the area over the past 15 years.
The updated plan builds on that foundation and responds to current community needs, planning policies, market conditions and transportation challenges. It establishes long-term directions to support development, improve connections and strengthen Westbank Urban Centre as West Kelowna’s downtown.
Community engagement
Community input helped inform the Westbank Urban Centre Plan update. The City gathered feedback through public engagement, stakeholder and partner consultation, and discussions with Westbank First Nation and neighbourhood associations.
Council received the draft plan and engagement summary at the Sept. 8, 2026 council meeting. Following Council’s review and additional feedback, the project team made final revisions before the plan was brought forward for adoption.
The engagement process helped identify community priorities and inform recommendations for the future of Westbank Urban Centre.

Building on 15 Years of Progress
Since the 2011 plan, the City has made significant investments to support West Kelowna’s downtown and lay the groundwork for a more vibrant urban centre.
- Civic hub: City Hall now anchors the urban centre
- Parks and public spaces: Upgrades to Memorial Park, Springer Park, and other sites have added amenities, gathering spaces, and trail connections
- Transportation: A transit exchange, rapid bus service, and some sidewalk improvements have strengthened mobility
- Planning framework: Completion of the Parking Strategy and adoption of the Official Community Plan and other strategies to align future growth
- Public realm: Some wayfinding and streetscape improvements have enhanced the look and function of the area
These investments have created an emerging foundation for the next phase, focusing on new development, improved connections, and a more active, walkable downtown.
What happens next?
With the plan adopted, the City can use its recommendations to guide future planning, public investment, partnerships and revitalization initiatives in Westbank Urban Centre.
Implementation will take place over time and will depend on priorities, funding, partnerships and future decisions. The plan provides a long-term framework to help coordinate these efforts and support a more connected, walkable and economically resilient downtown.
