We’re updating the plan for the Westbank Urban Centre. Community input is an important part of this process — and we want to hear from you.
The current plan was adopted in 2011 and has guided growth, investment, and improvements in the area over the past 15 years. The update will build on this work to:
align with updated policy, including the Official Community Plan and Zoning Bylaw
reflect current best practices and market conditions
address transportation and mobility challenges
reinforce the Urban Centre as West Kelowna’s downtown
The 2011 plan has led to significant improvements in the urban centre. Highlights of this work are outlined below.
Building on 15 Years of Progress
Since the 2011 plan, the City has made significant investments to support West Kelowna’s downtown and lay the groundwork for a more vibrant urban centre.
Civic hub: City Hall now anchors the urban centre
Parks and public spaces: Upgrades to Memorial Park, Springer Park, and other sites have added amenities, gathering spaces, and trail connections
Transportation: A transit exchange, rapid bus service, and some sidewalk improvements have strengthened mobility
Planning framework: Completion of the Parking Strategy and adoption of the Official Community Plan and other strategies to align future growth
Public realm: Some wayfinding and streetscape improvements have enhanced the look and function of the area
These investments have created an emerging foundation for the next phase, focusing on new development, improved connections, and a more active, walkable downtown.
The Update Process
The plan update began in early 2026 with background review and analysis. Staff and the consulting team are currently undertaking public and stakeholder engagement. A draft plan is anticipated in summer 2026, followed by a final plan presented to Council in fall 2026.

We want to hear from you. The public survey will be open until June 17.
