PROJECT UPDATE AND TIMELINE

The City of West Kelowna has retained a civil construction contractor to complete the remaining construction works; this work is tentatively scheduled to start as early as the week of Sept. 14, 2026.

Prior to awarding the project to a new construction contractor, the City took over coordination of the project following a previous contractor default.

Capital and Engineering departments presented a direct award recommendation for paving at the Sept. 8 council meeting. The proposed award for asphalt work represents a significant milestone toward project completion.

Emil Anderson Construction (EAC) Inc. has been awarded the contract for paving for the remainder of project.

Residents can anticipate asphalt paving to take place in mid-October, with landscaping remediation following paving. Residents should begin seeing visible progress in the coming weeks.

Overall, project completion is currently anticipated for November 2026.

REMAINING WORK FOR 2026

The next phase of the project, extending from Shale Ridge Place to the existing sidewalk south of Horizon Court, will include:

  • Road widening and culvert extensions
  • Street lighting
  • Asphalt paving
  • Line painting
  • Landscaping
  • Frontage restoration
  • Completion of outstanding deficiencies

Landscaping activities are currently underway as topsoil placed along the front lawns on Horizon Drive is part of the planned lawn restoration. The City plans to hydro-seed these areas in the fall, which will allow the grass seeds to germinate and establish in the new topsoil.

WORK COMPLETED IN 2025

The following improvements have been completed this year between Olympus Way and Shale Ridge Place:

  • Sidewalk and asphalt installation
  • Stormwater improvements
  • Driveway letdowns
  • Street lighting upgrades

The City of West Kelowna thanks residents and businesses for their patience and understanding while the work is completed on the project. The project has faced unexpected and unacceptable delays under the original contractor who eventually defaulted on the contract. Following the default, the City was required to take the necessary contractual and procurement steps to assume construction coordination and advance the remaining work toward completion. The City recognizes this project has taken a year longer than anticipated and apologizes for the long disruption for residents.

What work is being done?

The road upgrades will include:

  • 1.1 kilometres of new sidewalks, curbs, and gutters along the west side of Horizon Drive.
  • 2.2 kilometres of new dedicated bike lanes on both sides of Horizon Drive for safer cycling.
  • Upgraded street lighting, storm improvements and ditching.
  • New road markings and signage to enhance visibility and safety for all users.

What to expect during construction

Construction activities may result in occasional noise, dust, dirt, and vibrations. Work outside of typical construction hours may be required on a temporary basis. Driveway accesses will be maintained, with only minor interruptions to allow for the movement of crews and equipment.

The City of West Kelowna will have a comprehensive traffic management plan for this project, and we will communicate the plan to the public in advance of any traffic pattern changes.

Key construction activities include:

  • Mobilization of crews, equipment, and materials to the site.
  • Completion of stormwater and road upgrades, as well as the installation of bike lanes and streetlights.
  • Continuous access for pedestrians and cyclists.
  • Coordination by the contractor to ensure residents within the work area retain access to their homes.
  • Placement of signage and reader boards along the the work zone to help regulate traffic speeds.

Please note that access for transit and emergency vehicles will be maintained throughout all phases of construction.

    Hello Dale,

    Thank you for your question and for bringing your concerns to our attention. 

    The topsoil placed along the front lawns on Horizon Drive is part of the planned lawn restoration. The City plans to hydro-seed these areas in the fall, which will allow the grass seed to germinate and establish in the new topsoil.

    We recognize that, in the meantime, the areas may look unsightly temporarily. However, the fall hydroseeding will help establish a healthy grass cover and improve the overall appearance of the lawns.
