Delivering clean, reliable drinking water to the community

The Rose Valley Water Treatment Plant (RVWTP) is the single largest construction project the City of West Kelowna has undertaken and construction is well underway, thanks to a federal and provincial grant of $41 million awarded under the Clean Water and Wastewater Fund.

The last and final phase of construction of the plant requires the installation of critical water transmission main infrastructure in the Sunnyside and West Kelowna Estates neighbourhoods.

Transmission main construction is underway and is anticipated to be complete in 2023. We thank you for your patience and understanding while we build.

The City of West Kelowna operates five legacy water systems that will be combined into two systems once the Rose Valley Water Treatment Plant is complete in 2023. When watermain construction is complete, these underground pipes will connect residents on the West Kelowna Estates and Sunnyside/Pritchard water systems to the new Rose Valley Water Service Area.

Crews will install 3.7 kilometres of underground watermains in two sections:

  • Sunnyside: On Menu Road through Ourtoland and Ogden Roads to the Ogden-Boucherie intersection.
  • West Kelowna Estates: On Westlake Road from the Starlight Crescent intersection through Parkinson Road.

To shorten the overall construction schedule, both sections of transmission mains will be installed at the same time.

When construction is complete and the plant is operational, water will flow from the treated water storage reservoir, through the distribution system and the new transmission mains to individual properties. View the map to determine if you are located within the Local Area Service (LAS) that will be serviced by the RVWTP.

The new watermains will last about 80 years and contribute to a reliable and resilient water network. To minimize impacts on the community, construction is also being coordinated with active transportation upgrades on Westlake and Parkinson Roads, from West Kelowna Road to Pettman Road and with drainage improvements on Rosewood Drive.

To minimize the impacts to residents, construction is also being coordinated with active transportation upgrades to improve safety for people walking, cycling and driving.

Upgrades include:

  • 1,300-metre delineated path on Westlake Road from West Kelowna Road to Pettman Road
  • 700-metre bike lane on Parkinson Road to Pettman Road
  • street lighting on Westlake Road to Horizon Drive
