The Transportation Master Plan Update: Connecting West Kelowna

We heard your feedback and the Transportation Master Plan (TMP) has been updated.

The TMP is a long-range strategy that will guide how the City plans, manages, and invests in walking and cycling, transit, and road networks over the next 20+ years. This work supports the community’s vision of vibrant urban centres and complete, connected neighbourhoods where it’s easy to walk, bike, and take transit.

Project Process and Engagement

The TMP was developed through a structured, multi-phase process focused on transparency and meaningful community involvement.

This included:

  • Technical analysis and planning expertise
  • Collaboration with key partners, including Westbank First Nation, the Ministry of Transportation and Infrastructure, BC Transit, and emergency services
  • Broad public engagement from 2022 to 2025

Engagement activities included:

  • Online surveys and interactive mapping tools
  • Public open houses and office hours
  • Pop-up events (coordinated with Official Community Plan engagement)
  • Targeted outreach with stakeholders representing youth, accessibility, health, education, development, and neighbourhood interests

Background

Transportation planning is essential to building a healthy, connected community and achieving the vision outlined in the Official Community Plan (OCP).

The TMP was developed alongside the OCP in partnership with Westbank First Nation, the Ministry of Transportation and Infrastructure, and BC Transit. It responds to:

  • Rapid population growth
  • Changing land use patterns
  • Evolving travel behaviour
  • Road safety priorities
  • Sustainability goals

The updated plan advances a balanced, multi-modal transportation system that improves safety, expands travel options, and strengthens network resilience.

To support this work, the City engaged HDR Corporation, with support from the James Laurence Group, and in partnership with the University of British Columbia Okanagan’s Centre for Transportation and Land Use Research (CeTLUR).



Next Steps

Following adoption of the Transportation Master Plan, the City will:

  • Integrate TMP priorities into capital planning and asset management processes
  • Initiate implementation of short‑term priority projects
  • Update the City’s Road DCC Program and Pedestrian Improvement Program project priority lists
