Why is Infill important in West Kelowna?
Infill housing offers several benefits without significantly altering a neighbourhood's character. It diversifies housing options, enhances walkability, and fosters community completeness. Moreover, infill development is often more environmentally sustainable and cost-effective than suburban expansion because it generates tax revenue while utilizing existing infrastructure, as opposed to requiring new infrastructure. Servicing new development at the edge of a city is considerably more expensive when compared to adding new housing to existing urban centres, where infill is typically focused.
What is the relationship to approved plan and other projects?
Aligned with City’s strategic priorities, the Infill Housing Strategy works in tandem with other local and regional plans to understand and address challenges to infill housing implementation. It will help to guide new infill growth to areas of the city where it can be best suited. The Infill Housing Strategy is the foundation for supporting West Kelowna’s growing population, addressing the housing gaps and needs identified in the City’s 2022 Housing Needs Assessment. It will complement the Housing Strategy and align with the Growth Concept developed through the Official Community Plan Update.

The Strategy will include implementation tools, resource requirements, responsibilities, and timelines. The Infill Housing Strategy will be informed by a Complete Community Assessment, which will explore West Kelowna’s location of amenities, transportation options, and existing infrastructure to understand where the best locations for new infill housing could be. This will lead to a new understanding of opportunities, and challenges related to infill housing.
