The Preliminary Design of West Kelowna’s first City Hall/Library Building is underway and we need your input.

From June 14 to July 4, we'll be asking for your feedback to help inform the design of the City Hall/Library Building.

How to get involved

  • July - Results are shared with the design team
  • July - Early site works begin
  • Late summer/fall - Public consultation - Detailed Design
  • Fall - City Hall/Library Building construction begins

Public consultation

This is the first of two rounds of public consultation this spring/summer. The first round of Preliminary Design input will help us understand:

  • customer experiences when visiting City Hall/Library Building
  • characteristics of great outdoor spaces for the community to gather
  • preferences for landscaping and lighting elements around the building
  • connectivity and accessibility throughout the site and area
  • opportunities to celebrate public and Indigenous art and culture
  • other elements that the community feels is important to consider

The second round of input will provide more Detailed Design input that will guide the final design to be completed this late summer/fall.

Elements of the project that are fixed and not open to consultation include: project justification, site and building location, size of the building, no new tax increases to the City’s budget, equity and tenant partnerships and use of land in the Agriculture Land Reserve.

The Okanagan Regional Library (ORL) will also be seeking public input into the design of their floor within the building. Thank you for your participation!

How we got here

Beginning in 2021, West Kelowna will see the design and construction of its first City Hall since its incorporation in 2007. A reserve was established as savings to fund the design and construction.

With the momentum of infrastructure investment well underway for water, sewer, roads and sidewalks, it is now time to move forward with delivering a suitable place for City administration. This will allow the City to consolidate its administration resulting in financial and work flow efficiencies. Also, Mt. Boucherie Community Centre will be returned to the Greater Westside area residents to enjoy.

About the project

The City-owned site located at 3731 Old Okanagan Highway is soon to be a vibrant area that provides greater civic services. With its proximity to Westbank Centre, Memorial Park, Johnson Bentley Aquatic Centre (JBMAC) and the Annette Beaudreau Memorial Amphitheatre, the area will be a welcoming place to gather and a catalyst to revitalization. These are exciting times to celebrate how we serve the Greater Westside and all it has to offer as a vibrant place to live, work and play.

    Welcome to the West Kelowna City Hall Project - Preliminary Design consultation process. 

    Visit the Virtual Open House to review the display boards and provide your input.

    Part One of the questionnaire focuses on City Hall customer service, activating public spaces, streetscape elements and arts, heritage and culture. 

    Part Two of the questionnaire includes input opportunities for the Okanagan Regional Library (ORL). 

    The questionnaire will take approximately 10 minutes to complete.
