Short Term Rental accommodations are a popular, and growing form of tourism accommodation that provides alternatives to traditional accommodations services like hotels, resorts, and B&Bs. While popular, Short Term Rentals are not currently regulated in the City of West Kelowna, and are therefore operating in contravention to the City's Bylaws.
Council has provided staff with direction to regulate Short Term Rentals, and has requested an opportunity for the community to provide feedback on the draft regulations as part of the program development.
This questionnaire will be used to inform and guide the development of the DRAFT Regulations along with the Guiding Principles, existing policy, Council direction and regional practices. If you have an interest in, or experience with Short Term Rentals, complete this questionnaire to have your say!

Following Councils direction to regulate Short Term Rentals, a work plan was developed with the goal to introduce regulations in time for the 2021 Tourism Season (April/May)
Develop Draft Program (October 16 - November 13)
Short Term Rentals has finished this stage
The DRAFT Regulations were based on regionally consistent practices and Guiding Principles, prioritizing mitigating negative impacts to neighbourhoods and protecting long-term renal inventory.
Consultation (November 30 - January 3)
Short Term Rentals has finished this stage
An online questionnaire was used to guage the community's feedback on the proposed regulations. This questionnaire is now closed.
Draft Bylaws (January - February 2021)
Short Term Rentals is currently at this stage
Contributions to the questionnaire have closed. The project team is currently reviewing feedback, and preparing a final DRAFT of the Regulations for review.
Consideration, Public Hearing, and Adoption (February - May 2021)
this is an upcoming stage for Short Term Rentals
The DRAFT Regulations will be presented to Council for review and consideration for adoption.
A public hearing will be scheduled to allow members of the public to speak to the DRAFT Regulations.
