Why do we need to update the Parks Master Plan?
West Kelowna’s Parks Master Plan was last updated in 2016 and a lot has happened since then! We’ve completed many of the priorities identified in that plan. Global and local trends have affected how we use our parks. And we’ve heard new ideas from the community. An updated Parks Master Plan will confirm outstanding priorities, identify new opportunities, and help us plan where and how to invest in our parks system for the next five years and beyond.
Why are you updating the Recreational Trails Master Plan at the same time?
The Recreational Trails Master Plan, developed in 2013, also needs an update. Since parks and recreational trails are closely linked, it makes sense to plan for these assets together. It also makes for a more streamlined process so you can share your input on both at the same time! Learn more about the Recreational Trails Master Plan process.
Does the Parks Master Plan include indoor facilities and recreational programs?
No, indoor facilities and recreational programming are part of the City’s recreational facilities planning. Planning for facilities like the arenas, Johnson Bentley Memorial Aquatic Centre (JBMAC), and the multi-sport centre are done separately. Watch for future opportunities to get involved in planning for these amenities.
How does a Parks Master Plan fit within the overall City planning framework?
Good question! A Parks Master Plan is one component in how the City manages community assets and prepares for growth. The graphic below illustrates how key City strategies are interconnected.

Why are you engaging the community? How can I be involved?
Community input in Phase 1 helped provide important insights on how people use West Kelowna parks and identified priorities for the future. Phase 2 of the engagement process was an opportunity to share feedback on the Draft Parks Master Plan. Input will be used to refine the Draft Parks Master Plan for Council review later in 2024.
