OFFICIAL COMMUNITY PLAN (2040) TAKES SHAPE!

West Kelowna is home to nearly 39,000 people and by 2040, we expect to welcome an additional 12,000 new residents to our community. The update of the Official Community Plan (OCP) will help guide growth and establish policies that make West Kelowna a great place to be and reflect the Community Vision established in 2021.

Phase 4 consultation is now closed. On Tuesday, May 16, West Kelowna Council received the Draft OCP Phase 4 public engagement summary and external referral feedback to support their workshop discussion. Read the full report or watch the Council Meeting webcast for more information.

PHASE 4 - FINALIZING THE PLAN

Public engagement for Phase 4 to help finalize the Official Community Plan (OCP) Update took place from Tuesday, Jan. 24 through to Tuesday, Feb. 7. The OCP’s new Growth Concept focuses most future growth in two urban centres, five neighbourhood centres and accommodates continued development beyond these centres with a focus on infill housing. It also enhances key economic opportunities in the City’s industrial and business park areas.

Public consultation on Phase 2 for the Transportation Master Plan (TMP) is being developed in conjunction with the OCP. This phase of the TMP recommends a future transportation network for roads, transit and active transportation, based on how and where the City plans future growth. Public engagement on the Draft TMP is scheduled for the summer.

  • Consolidating public feedback and preparation of the OCP Bylaw - February - March
  • Draft Official Community Plan Bylaw Public Hearing - Spring 2023
  • Official Community Plan Adoption - Summer 2023

The Growth Concept is a critical step in the OCP process and will inform future land use decisions.

What is a growth concept? It is a critical step in the OCP process and will set the foundation to:

  • Help make housing more attainable and affordable
  • Promote a shift to vibrant, higher-density mixed-use centres
  • Develop urban centres and neighbourhoods with convenient access to services
  • Design complete neighbourhoods where people can live, work, shop and access services and transportation alternatives close to home
  • Enhance and promote the West Kelowna Business and Industrial Park area as key economic opportunities

During consultation as part of Phase 2 of the Official Community Plan (OCP) Update in the spring and summer of 2021, you told us you want a West Kelowna with vibrant city centres and complete, connected neighbourhoods. You want to be able to walk, bike and take transit more easily. You want faster and more convenient connections to shopping, services and recreation and to preserve the beaches, parks and urban agriculture that makes West Kelowna unique.
