West Kelowna is home to nearly 39,000 people and by 2040 we expect to welcome an additional 49,400 residents to our community. The update of the Official Community Plan (OCP) is underway to help guide growth and establish policies that make West Kelowna a great place to live, work and play and reflect the Community Vision established in 2021.

The Growth Concept is a critical step in the OCP process and will inform future land use decisions.

It is important to hear from our community:

  • View the Growth Concept, which includes two urban centres, complete neighbourhood nodes, infill housing and industrial land use
  • Try the interactive map below to learn about the proposed land use across the city

What is a growth concept? It is a critical step in the OCP process and will set the foundation to:

  • Help make housing more attainable and affordable
  • Promote a shift to vibrant, higher-density mixed-use centres
  • Develop urban centres and neighbourhoods with convenient access to services
  • Design complete neighbourhoods where people can live, work, shop and access services and transportation alternatives close to home
  • Enhance and promote the West Kelowna Business Park area as the economic core of the city

With Phase 3 community input complete, we want to thank everyone who provided initial feedback on two essential elements of the OCP: The Growth Concept and the Proposed Future Land Use Plan. The Growth Concept determines where and how we grow and forms the foundation for the City’s Land Use Plan, which will help the city manage development within its boundaries and bring the community's vision to life of a vibrant, walkable and connected West Kelowna. PHASE 2 - FROM VISION TO IDEAS

During consultation as part of Phase 2 of the Official Community Plan (OCP) Update in the spring and summer of 2021, you told us you want a West Kelowna with vibrant city centres and complete, connected neighbourhoods. You want to be able to walk, bike and take transit more easily. You want faster and more convenient connections to shopping, services and recreation and you want to preserve the beaches, parks and urban agriculture that makes West Kelowna unique.

  • FEEDBACK CLOSED: Thank you for sharing your preferences as we work to finalize the draft land use plan.

    As we undergo the update of West Kelowna’s Official Community Plan, we are collecting feedback from you on suggestions for changes in future land uses. From now until July 31, you will have an opportunity to share your preferences as part of our draft policies and Growth Concept.

    Staff will use feedback from the Brainstorm Portal to help refine the draft land use plan that will guide future development. As staff collect input until the end of July, you will be notified if your suggestion is incorporated prior to the introduction of Draft OCP document to the community expected later this fall.

    Our Community Vision to 2040

    Through the OurWK Community Visioning initiative, we heard that West Kelowna must maintain a deep connection with our agricultural roots and celebrate the one-of-a-kind character of our community. We established five foundational elements, 20 key direction and priorities important to the community. Read the Community Vision document here.
