Share your thoughts on the Draft 2023 Budget

Feedback on the City of West Kelowna’s Draft 2023 Budget is now closed. Thank you to everyone who participated and shared their thoughts. Read the Draft 2023 Budget Consultation Summary. 

On April 18, 2023, Council adopted the 2023 Budget and 2023 to 2027 Financial Plan Bylaw. The newly adopted 2023 Budget and Five-Year Financial Plan supports key Council priorities that strengthens public safety, infrastructure investment and provides for water upgrades while maintaining efficient operations. The budget includes a 1.7 per cent increase reflecting investments in police and protective services, and 1.0 per cent toward infrastructure, such as for active transportation projects. Each year, West Kelowna Council and City departments work together to develop an annual budget. The budget serves as a guideline on how incoming money should be spent to maintain services and build assets in order to meet the needs of our growing community.

  • Request an engagement toolkit at City Hall to submit your feedback on paper.
  • Share your priorities to include in Council's Draft 2023-2027 Strategic Priorities development. Feedback closes Feb. 16.

  About the Budget

The City of West Kelowna's Draft 2023 Budget includes a Five-Year Operating Plan and a 10-Year Capital Plan that build on the momentum of Council's Strategic Priorities, focusing on public safety, infrastructure investment and water upgrades.

This year's municipal budget is forecasting a 5.0 per cent tax rate, which includes a 1.7 per cent increase for police services costs and 1.0 per cent for infrastructure. If approved, the municipal tax portion would be approximately $2,444 based on an average assessment of $995,677 for 2023. 

Grant-in-aid requests
A summary of the organizations applying through the Grant-in-Aid program will be brought forward for Council’s consideration on Feb. 9, 2023, at the Committee of the Whole. Council will deliberate grant-in-aid requests on Feb. 14.

Council’s 2022-2026 Strategic Priorities process is underway, which sets out the vision for Council's term. During this process, it is important for Council to hear from the community and align priorities with the budget and other planning initiatives. Stay tuned for consultation opportunities on the strategic priorities coming this spring.
